The variances in terminology just reflects the Astrologer's mental focus when reading the chart.
For example, some interpret the chart as Ascendant in Aquarius, others may view it as Uranus rules the Ascendant. Both statements are represented equally on the chart but may have different influence on the overall interpretation done by the astrologer.
I guess that it also applies when viewing aspects to Ascendant or mid-points. I like reading the chart as Sun Conjunct Ascendant in Pisces more than just Sun Conjunct Ascendant. It gives more emotional depth to the interpretation.
I also assume that this practice has developed during endless interpretations of synastry charts, where the in Pisces refers to the other person's wheel.
